This USA customer is a ebike brand with it’s own ebike online shop and a workshop and is developing a new 48 1000W powerful mountain ebike.

Because the customer requires 48 21700 ebike battery and energy around 1000Wh, then each single battery capacity should around 20.8Ah=1000Wh/48V.
Currently the most common 21700 samsung/LG cell is 3.6V 5000mAh.
It can use samsung/LG 21700 5000mAh cell to make at least 20Ah=5Ah*4 . So the 48V 21700 battery can be at 48V 20Ah.
As the ebike controller rated current is 25A, so it can use a 30A powerful BMS in the 48V 20Ah 21700 battery.
